EasyBill 32 is exclusively developed and supported by Carraway Computer Systems LLC located at Hattiesburg, MS.  David Carraway, owner of CCS, started writing computer programs in 1970 at Florida Tech University.  In the mid 1980s, David's parents were managing Goodhope Water Association, billing a few hundred water users with hand-written cards and keeping books on paper ledger sheets.  Knowing the benefits of the emerging computer technology, David developed one of the first utility billing software packages available in Mississippi.  This original DOS program was eventually distributed to hundreds of small to mid-sized water/gas/sewer/garbage collection systems in and around Mississippi.

In 1998, after successful development of several public school computer applications, David moved back into the utility billing software development as a part of the programmer team for the original owners of EasyBill utility billing software.  Within three years, David had begun the process of buying the EasyBill business and continuing to further develop EasyBill 32, their 32-bit Windows utility billing application.  Since April 2001, David has cosistently updated EasyBill 32, eventually completely replacing every module with more efficient and more useful code.
